Football-Italia wrote:Pro Vercelli’s President describes Serie B “chaos”, as it’s not clear who will replace Bari and Cesena. The two clubs failed to register for the 2018-19 season due to financial difficulties, and will be declared bankrupt.

Provided the mayor of the respective cities can find new investors, the two clubs will start again in Serie D, while Avellino have been granted more time to come up with a guarantor so they can register.

What is certain though is that there will be two, possibly three vacancies in next year's second division. That leaves the situation in Serie B unclear, with Ternana, Pro Vercelli, Novara and Virtus Entella relegated. Some of those clubs could be granted a reprieve, since there will be at least two spaces, but it’s not clear who will take the places.

Novara, who finished 20th, were not eligible to take Cesena’s place, as in 2015 they were sanctioned for failing to play salaries and contributions for May, June, November and December 2014.

However, the club appealed to the FIGC, pointing out that the rules at the time were different, so they couldn’t have known that not paying salaries would incur such a penalty. Yesterday they won that appeal, so they would now appear to be eligible to replace one of the bankrupt teams.

Previously Virtus Entella and Siena - who reached the Lega Pro play-off final - were believed to be the top two candidates to replace Bari and Cesena, with Pro Vercelli in third.

With this judgement though, Novara would now be eligible, shunting Pro down since they finished above them last season.

“Until the official table is released it’s pointless to speculate,” Massimo Secondo, the Pro Vercelli President, told ItaSportPress.

“This is chaos.”

Football-Italia wrote:An appeal from five clubs has been sent to the Italian Government in a bid to resolve the chaos around Serie B, but Virtus Entella wouldn’t sign it.

The situation is reaching critical point after a series of conflicting and contradictory legal rulings.

This chaos erupted over the summer when Avellino, Bari and Cesena went bankrupt, but rather than replace them with sides from Serie C, the FIGC and Lega Serie B opted to simply reduce the division to 19 clubs.

Appeals are continuing to come in from Pro Vercelli, Ternana, Siena, Novara, Catania and Virtus Entella.

Today there was a potential turning point, as the CONI’s Collegio di Garanzia dello Sport “recognised the legitimacy” of an appeal from Entella, who maintain Cesena’s 15-point penalty for false accounting – in a scandal that cost Chievo a three-point penalty – should be valid from the 2017-18 season rather than 2018-19.

If that were the case, Entella would have avoided relegation into Serie C. However, this creates a huge knock-on effect, because Entella have already played in Serie C this season.

The Lega Pro/Serie C authorities announced this evening that as a consequence of the decision, they were suspending all Virtus Entella games until further notice.

This evening, a document was sent to the Italian Government requesting a special decree to “wipe out all the current appeals and, consequently, reintegrate the clubs excluded from Serie B.”

This was sent by Pro Vercelli, Ternana, Siena, Novara, Catania and Virtus Entella.

However, a few hours later, Entella released their own statement insisting “the document was presented to us, but we decided not to put our names to it.”

If all these clubs were to be reintegrated, Serie B would have to go from 19 clubs to 25 and the Serie C fixture list completely revamped too.

Week 4 of the Serie B season is meant to kick off on Friday evening with Benevento-Salernitana.

Football-Italia wrote:Palermo defender Giuseppe Bellusci was in tears after the British takeover from Maurizio Zamparini descended into chaos. “We don’t know who we’re dealing with and have no guarantees.”

The former Leeds United player went to the Press room after a 0-0 home draw with Foggia, which saw them lose the Serie B leadership.

“We were jeered by our own fans in a moment in which we don’t know who we are dealing with and are fragile over the whole issue of the club ownership.

“We have no guarantees of any kind, we are on our own. (Director Rino) Foschi and (Coach Roberto) Stellone are trying to protect us from everyone.

“We have to wait for February 15 to see what happens, but I am not interested in my salary. What I want to know is who we are, what our prospects are.

“If there is a problem, I will go home, but I want to win the Serie B title to get back into Serie A. We must stay united and I want 40,000 fans in the stadium to reach Serie A.”

Director of sport Rino Foschi declared on transfer deadline day that he had no idea about players the club had signed without his knowledge, was reportedly fired by CEO Emanuele Facile, but then restored to his role.

Everyone is waiting for February 16, as that is the deadline for the November and December salaries to be paid.

The situation is, much like the Parma takeover that preceded bankruptcy in 2015, shrouded in mystery, confusion and conflicting reports.

Maurizio Zamparini sold Palermo to a British group, Sport Capital Investments Ltd, in December 2018.

On January 25, Zamparini was placed under house arrest when accused of false accounting and money laundering.

This is all due to the creative accounting practice that saw Zamparini create a company – Mepal – to own the Palermo brand, which was then sold to a Luxembourg company called Alyssa for €1m in 2017.

Alyssa, it seems, was also owned by Zamparini and the accusation is that he created a €1m boost to the club coffers by using his own money to artificially inflate the value of the ‘brand’ and bypass the Italian financial fair play rules.

Without that extra boost, Palermo would effectively have gone bankrupt in 2017.

The chaos does not end there, as it continues with the current owners and concerns their financial guarantees will be rejected by the Italian authorities.

Financial newspaper Il Sole 24 Ore, who so diligently covered the Yonghong Li confusion and eventual default at Milan, claimed on January 29 that the British owners might not be who they seem.

The paper pointed out that Sport Capital Group Investments have £15,000,100 capital in Palermo Football Club SpA, but that only £100 of that was ever actually deposited.

The other £15m is allegedly just a loan with not very clear terms from an investment fund set up in Malta called the Abalone Management Fund.

Palermo released a statement on the same day refuting the Sole 24 Ore report, calling them “absolutely without foundation.

“There is no mystery behind the acquisition and re-launch of Palermo Football Club. The activities of SCG are transparent and will be announced as appropriate on the Regulatory News Service of the London Stock Exchange and by its Press Relations team.

“The ongoing operating activities are being implemented correctly by its management team and are in the best interests of the club.

“Sport Capital Group Plc fully supports its subsidiary to proceed legally against the authors of the damaging false information.”

Yet this was all before Bellusci’s outburst on February 4 about wondering if the players would get paid their wages, so the confusion clearly continues even within the team

after one of the younger members of their squad was able to locate his identity papers after the game had kicked off.

Palermo have been relegated to Serie C due to financial irregularities, it has been confirmed.
The FIGC’s Federal National Court judged on Monday afternoon that Palermo would finish the season bottom of Serie B, resulting in relegation to the third tier.
As it stands, Perugia will replace the Rosanero in the playoffs for promotion to Serie A and Venezia will stay up.
Salernitana and Foggia, meanwhile, will battle for survival in a relegation playoff.
It is alleged former owner Maurizio Zamparini committed money laundering, selling the Palermo brand to a company he created for a significant sum, before renting it back to the club for a minimal amount.
That would explain why the Sicilians have been the subject of several failed takeovers in recent months.
However, Palermo are likely to appeal the decision, potentially making for another summer of turbulence in the Italian second tier.
Serie B was forced to start the 2018-19 campaign in September with only 19 teams due to numerous cases of financial irregularities.
It comes less than a week after the club had unveiled new owners and just two days after they had secured a playoff place, courtesy of a third-place finish.

Hellas Verona namuose išspardė Cittadella užpakalius 3:0 ir laimėjo kelialapį į Serie A, nors pirmas rungtynes baigė 0:2.

Kalbant apie Cittadella.

Į Serie A sugrįžo Hellas Verona, Lecce ir Brescia. Užskaitau visus tris klubus.
